HATS Category VIII - Stunning Effectiveness At approximately 1130 on 7/25/2023 at est. M47172, IPP observed an ineffective stun. A white steer was brought into the stun box and restrained in the head-catch. The establishment employee attempted to stun the animal with a hand-held captive bolt device. The steer jerked its head to the side as the stun was administered. The stun attempt was ineffective, the steer remained standing, and immediately began vocalizing. The establishment employee immediately retrieved their backup stun, a .22 magnum rifle. The second stun was effective, the steer dropped and was rendered insensible to pain and remained insensible during the shackling, hoisting, and bleeding process. IPP placed a U.S. Reject tag #B20109936 on the stun box and verbally notified the stun operator and the Plant Manager of the forthcoming noncompliance record. The est. has a robust plan and there has been no issued NRs of the same cause in the last 90 days. The Denver District Management Team was notified through supervisory channels.

HATS Category III: Water and Feed Availability On Thursday, 16 March 2023, at approximately 0545 HRS (FBS-Hudson, Hudson, WY) – While conducting an odd-hour “Livestock Humane Handling” inspection task, the Consumer Safety Inspector (CSI) observed the following non-compliance. Livestock in the overnight holding pens did not have access to water. Pen #3 was holding three steers and Pen #4 was holding four steers. The water troughs in both pens were observed to be empty. The plant manager was verbally notified of these concerns and forthcoming non-compliance record. This establishment operates under a robust systematic approach to the handling of livestock. There have been no noncompliance records issued for the same root cause within the past 90 days.

HATS Category VII: Slips and Falls On Wednesday, 8 March 2023, at approximately 0820 HRS (FBS-Hudson, Hudson, WY) – While conducting ante-mortem inspection on a group of 12 head of cattle, the District Veterinary Medical Specialist (DVMS) and Consumer Safety Inspector (CSI) observed the following non-compliance. Most of the cattle presented for ante-mortem inspection were unable to maintain adequate footing in the handling pens. Both cattle in pen #4 and all five cattle in pen #3 were observed slipping, where a portion of a leg other than the foot touched the holding pen floor. The surface of the textured concrete holding pens and alleyway had areas of visible ice due to recent fluctuating weather conditions. The straw bedding provided in the holding pens was not adequate in providing livestock the necessary traction to prevent the animals from slipping. The yard foreman was verbally notified of these concerns and forthcoming non-compliance record. This establishment operates under a robust systematic approach to the handling of livestock. There have been no noncompliance records issued for the same root cause within the past 90 days.
