HATS Category Vlll- Stunning Effectiveness: On February 8th, 2022, at approx. 1030 I, CSI REDACTED was informed by Food inspector REDACTED that the establishment took two shots to render a steer unconscious, this was also confirmed by the kill floor employees. After the first shot was fired the employee took aprox. 5 seconds to line up a successful follow-up shot. Upon inspection of the head, I observed 2 holes at the center of the skull which were overlapping each other. Upon further questioning the employee believes the first round might have been a “light load” resulting in a reduced amount of impact. The establishment did not render the steer unconscious on the first shot, this is a non-compliance with regulation 9 CFR# 313.16(a)(1). This NR serves as a written notification of the establishments failure to meet regulatory requirements, continued failure may result in administrative actions.

Non-Compliance Description:

Today, October 27, 2021, at approximately 0712 hours, while verifying HATS Category VIII- Stunning Effectiveness, I, SCSI, REDACTED, observed the following: The establishment’s first animal to be slaughtered for the day was a steer, and while entering the knocking box, the animal appeared to be anxious and excited. The establishments shooting operator waited approximately 45 seconds to allow the animal time to calm prior to taking the first shot. The animal was still moving its head from side to side when the operator fired a 9 mm striking the animal in the head with a bullet, but the steer vocalized and remained standing. The operator immediately fired a 2nd shot which then rendered the animal unconscious and it remained in that state until it was shackled and hoisted up for the kill cut. On inspection of the head there were two bullet holes present in the skull with one hole center and one hole low left of center by approximately 1 inch. I immediately notified Mr. REDACTED, Shooting Operator, of the noncompliance and Ms. REDACTED, Office Manager. The above observance is noncompliance with 9 CFR 313.16(a)(1) and 313.15 (b) (1) (iii) This noncompliance is similar to previous NR#WJB2314075930N/1, Dated, 7/29/2021. The establishments corrective/preventative measures response of adding a head restraint to the knock box so that animals entering can be properly restrained to prevent head movement, has not been completed to date and therefore is ineffective in preventing reoccurrence of this noncompliance. This NR serves as written notification of the establishments failure to meet the regulatory requirements of 9 CFR 313.16 (a) (1) and 313.15 (b) (1) (iii). Continued failure to meet the regulatory requirements may result in additional regulatory and/or administrative action(s).
