313.16(a)(1)
At approximately 0820 hours while observing HATS Category VIII, Stunning Effectiveness, I observed the following noncompliance. SPHV/DTP Dr. REDACTED, and CSI Mr. REDACTED were standing in the safe zone while two shots were fired from the rifle. The firearm that was being used was a .22 rifle using .22 long rifle ammunition. In-plant inspection personnel (IPP) entered the stunning area and observed a black Angus cow conscious and standing in the restrainer with blood coming out of her nose. The cow was not vocalizing. . A .22 Magnum rifle was then brought to the restraining area. IPP personnel returned to the safe zone and a third shot was fired. IPP returned to the restraining area and confirmed that the cow was unconscious. IPP placed US Rejected Tag number 196037 on the restrainer then notified Plant Lead Mr. REDACTED of the noncompliance, that a noncompliance report will be issued and that the district office would be contacted for further guidance. Examination of the head showed three holes in the skull located about 2, 2.5 and 3 inches above a line drawn between the medial canthi of the eyes on the midline of the forehead. This is a noncompliance with 313.16(a)(1).
