During Humane Handling Verification procedures by Dr. REDACTED on June 27,2022, at Aibonito Slaughter house (Est. 18867), observed several deficiencies: Facilities: Pen # 12- Bottom left tube- lose, rusty, with sharp edges. This can be observed from the inside and outside of the pen -- request repair immediately. Pen #17- Door broken- all hinges need repair plus sharp edges and rust - animals walk- through. Pen # 7- Metal net- small fence place inside to prevent small piglets from escaping- sharp edges observed from the inside of the pen. Needs to be trimmed exposed edges. Pen # 13 + # 14- Metal vertical beam- that divides the mentioned pens: Distal 1/6 is broken and not fixed to the ground. Exposed sharp edges. Needs repair. Stunning equipment Hog electrical stunner  had to be replaced because of lack of conductivity (animals were not harmed nor recover from initial stunning). Equipment used didn’t have indicators for Voltage, time. It was direct electric transfer which also poses a safety risk. 313.30 (b)(2) Special requirements for electrical current application equipment. The ability of electrical current equipment to perform with maximum efficiency is dependent on its proper design and efficient mechanical operation. Pathways, compartments, current applicators and all other equipment used must be designed to properly accommodate the species of animals being anesthetized. All equipment used to apply and control the electrical current shall be maintained in good repair, and all indicators, instruments and measuring devices shall be available for inspection. Knocking box – There is no need to have 4-5 animals in the small slaughter area when stunning 1 at a time – without proper division. Hogs were not harm because I made the observation before stunning proceeded. Hog stunner tip extensions need to be used for bigger market swine + sow’s = as indicated in equipment manufacturing instructions Hog stunner tips needs to be cleaned with metal brush after certain number of animals because organic material reduces the electric conductivity = as indicated in equipment manufacturing instructions. Non-Compliance Description:

Today, while performing Antemortem Inspection at 0700 hours, the following noncompliance was found: Pen #7: There in a big hole in the concrete floor about 8" in diameter and 8"-10" deep inside the pen. The legs of the animals can get stuck there and cause injuries at anytime. Also, one of the two water dispensers in the pen is broken and nonfunctional. The pen Rejected with US Tag B45937842. The pen cannot be used until the noncompliances are corrected. QA and maintenance personnel were notified of these noncompliances immediately in order to implement appropriate and effective corrective actions. This finding is a noncompliance with 9 CFR 313.1 Livestock pens, driveways and ramps. "(a) Livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, in the opinion of the inspector, cause injury or pain to the animals. Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired. (b) Floors of livestock pens, ramps, and driveways shall be constructed and maintained so as to provide good footing for livestock. Slip resistant or waffled floor surfaces, cleated ramps and the use of sand, as appropriate, during winter months are examples of acceptable construction and maintenance."
