Today at 7;30 approximately while performing Livestock Humane Handling ( review and observation) during ante mortem inspection, I observed HATS CATEGORY III Water and Feed: That pens did not have water available for animals, a total of 142 animals were at the pens at the time the deviation was observed. Mr. REDACTED (administrator) was informed of the Non compliances, SPHV REDACTED (IIC) halted operations immediately. This observation is a non compliance to 9CFR 313.2(e) that states: "Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down". Failure to comply with regulatory requirements could result in additional regulatory or administrative action. HATS CATEGOTY: III WATER AND FEED * Similar Non compliance was documented on 12/18/24 (IJA3708123518N/1) Corrective action taken as a result of the non compliance were not effective in preventing recurrence. Corrective actions previous stated : water valve was going to be verify twice daily (AM,PM). Also to notify personnel and clients to not shot it off. Action By FSIS was to halt operations until preventive and corrective actions were taken. On 12/20/24 SPHV REDACTED discuss the matter with Mr. REDACTED in the weekly meeting.

Non-Compliance Description:

Today, at 0746 hours, while performing PHIS Task - Livestock Humane Handling (Review and Observation) during Antemortem inspection, I observed that the water nozzles on Pens #1- #6 did not had water. There were animals in all four pens when the noncompliance was found (approximately 25 animals on each pen). Antemortem Inspection was halted immediately and PM informed of the noncompliance. All six pens (6) were Rejected with US Tag B45937809. Plant Management was notified of these noncompliances immediately in order to implement appropriate and effective corrective actions. This is considered a Category III -Water and Feed Availability Humane Handling noncompliance. This is a noncompliance with 9 CFR Regulation 313.2(e) that states: "(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down."
