HATS Category VIII: Stunning Effectiveness On Tuesday, September 6, 2022, at approximately 1046 hours at establishment M9265, I the CSI was observing Lambs being stunned as part of a humane handling task. A lamb was brought into the stun box and put into the head catch as an establishment employee attempted to position the hand-held captive bolt device (HHCBD). The animal continued to move within the stun box and head catch and the Slaughter Supervisor administered the first stunning attempt with a HHCBD. I observed the animal remain standing and did not vocalize and freed itself from the head catch by backing away from the Supervisor. The Slaughter Supervisor administered an immediate second stun attempt with the readily available backup HHCBD successfully rendering the animal unconscious. I verified that the animal was insensible prior to shackling and bleeding by confirming that the animal was not showing any signs of consciousness. The Plant immediately applied their tag and ceased slaughter operations. I took regulatory control action by also applying U.S. Rejected Tag B41237315 to the stun box. The District Veterinary Medical Specialist was notified via supervisory channels and the Plant Manager was verbally notified that a noncompliance record (NR) would be issued. This NR is not associated to any NRs for the same root cause in the past 90 days.
