HATS Category VIII: Stunning Effectiveness On Wednesday, August 2, 2023, at approximately 12:30 hours at establishment M9265, I, the CSI, was observing market swine being stunned as part of a humane handling task and observed the following noncompliance. Establishment personnel brought a market swine into the stun box. The establishment employee positioned the handheld captive bolt device (HHCBD) to administer the 1st stun, which was ineffective at rendering the animal insensible. I observed the swine vocalize and remain standing. A 2nd stun was immediately administered from the readily available backup HHCBD, thereby rendering the animal unconscious. I confirmed that the animal remained insensible throughout shackling and bleeding. I took a regulatory action control by applying U.S. Rejected Tag #B41237328 to the stun box. The establishment stopped slaughter operations. I notified my immediate supervisor who also informed the Denver District Management team through supervisory channels. I verbally notified the establishment management that a noncompliance would be issued. This noncompliance record (NR) is not associated to any NRs for the same root cause within the past 90 days. This establishment operates under a robust systematic approach to the humane handling and slaughter of livestock.
