Non-Compliance Description:

HATS Category: III. Water and Feed Availability. On Thursday August 25, 2022, while performing Odd Hour Inspection task I observed the following noncompliance. At approximately 6:10 am, while looking at the cattle pens, I noticed that one of the water troughs for the cattle did not have water in it.  The establishment has 2 automatic water troughs for 3 cattle pens. The water trough located between pen #1 and pen #2 did not haver water, so cattle for both pen #1 and pen #2 did not have access to water.  There were 14 cows total which did not have access to water.  At the time of my observation all 14 cows were resting and calm. At approximately 7:45 am I was able to find an establishment employee and show him my findings.  He proceeded to check why there was no water and noticed that a pipe connected to the water trough was broken.  He then took a bucket of water and put the water into the water trough.  Two cows came over to get some water and the others seemed uninterested.  Another employee came over and moved all the cows out of the pens and into pen 3, where there was a water trough filled with water.   At approximately 8:15 am I talked to Plant Supervisor Mr. REDACTED and informed him of my findings.  Mr. REDACTED said that he will get maintenance to fix the issue today.  I then informed Mr. REDACTED of the noncompliance. The establishment did not meet requirements set forth in 9 CFR 313.2(e).
