On 09/05/23, while performing the Review and Observation component of the Livestock Humane Handling task, I, CSI REDACTED observed the following noncompliance: At approximately 1303 hours, while verifying HATS Category VII - Slips and Falls, I observed a new slaughter employee drive one small Heifer and one small Steer into the kill box at the same time. Although the employee was moving the cattle at a normal pace, the Heifer and Steer ran into the kill box. Continuing my observation, I observed the Heifer slip and fall on her side inside the kill box, with all four of her legs hanging out of the kill box; upon closer inspection, I observed the floor was wet after it had been rinsed to remove residue from a pesticide. The Heifer was trying to get up but couldn’t because the Steer was stepping on top of her. The Heifer was bleeding slightly on her right hock with a small amount of blood on the floor. I immediately took regulatory action, and placed U.S. Rejected tag N.O. B-41802170 on the kill box and called SPHV Dr. REDACTED for further instructions. Plant Manager REDACTED acknowledged the observation and was informed of the forthcoming noncompliance. As an immediate corrective action, Plant Manager REDACTED drove the Steer out of the kill box and back into the exterior chute; the establishment was then able to get the Heifer up. In addition, a rubber mat was placed in the alley just outside the kill box to provide more secure footing and Plant Manager REDACTED assumed the driving of the animals for the rest of the day. Plant Manager REDACTED then informed me he would show the new employee proper animal driving techniques again. At approximately 1305 hours, I removed the U.S. Rejected tag, and the establishment was allowed to resume slaughter operations. Because the Heifer slipped and fell, resulting in an injury, due to the animals moving too fast in the chute, the establishment is noncompliant with the regulatory requirements of Title 9 CFR 313.2(a).
