Non-Compliance Description:

STUNNING EFFECTIVENESS  VIII While performing USDA  slaughter duties at Red Barn Meats, Inc., Est. # 45119, the following noncompliance was observed. A Angus cross steer was in the stunning chute with his head in the headlock. The plant employee fired a .22 caliber firearm which did not render the steer unconscious. The plant employee immediately fired the .22 caliber firearm a second time which did not render the steer unconscious. The plant employee then fired a .410 caliber firearm which succeeded in rendering the steer unconscious. The steer collapsed into sternal recumbency and did not return to consciousness. This is a failure of 9CFR 313.16(a)(1) which requires plant personnel to render livestock unconscious with a single gunshot. This is also a failure of 9CFR 313.16(b)(1)(i) which requires plant personnel to select the appropriate firearm for the livestock about to be stunned.. Plant Manager, REDACTED, was verbally informed of the noncompliance at approximately 0850.
