313.16(a)(1)
On Tuesday, August 2, 2022 at approximately 9:00am, while performing the review and observation portion of the Humane Handling task and verifying HATs category VIII, the following noncompliance was observed by IIC REDACTED and Veterinarian REDACTED. A heifer was administered 2 gunshots with a 22-caliber magnum rifle. After the first shot the heifer was still standing and conscious but remained calm, with no vocalization. Kill floor employee REDACTED immediately administered the second shot with the initial 22-caliber magnum rifle with bullets already loaded, effectively rendering the heifer unconscious. After skinning, IIC REDACTED observed the bullet holes in the skull. One hole appeared a little low of the correct location for a proper stun. The following observation is noncompliant with regulation 9 CFR 313.16(a)(1). The establishment does have a written robust systematic approach to humane handling. Plant owner REDACTED was verbally notified of this noncompliance and this NR serves as written notification to the plant.
