On Tuesday February 28th at approximately 08:30am while performing the review and observe portion of a livestock humane handling task and verifying HATS category VIII, stunning effectiveness, CSI REDACTED observed the following non-compliance during a humane handling assessment with PHV Dr. REDACTED: A small beef heifer entered the knock box and became agitated, trying to turn around. After waiting several minutes for the animal to calm down it tried again to turn around, dropping to its knees and pinning its head between its body and the side of the knock box. Kill floor employee REDACTED delivered a shot with a .22 magnum rifle while the animal's head was pinned. The animal promptly returned to its feet and turned its head in the correct direction. It did not vocalize. Establishment owner REDACTED immediately delivered a second, effective shot with the same semiautomatic rifle rendering the beef unconscious. The skull was examined by CSI REDACTED and SPHV Dr. REDACTED. Two holes were present, one at the top center of the poll and the other in the correct location. This observation is a noncompliance under 9 CFR 313.16(a)(1). The establishment does have a written Robust Systematic Approach to Humane Handling. Owner REDACTED was notified verbally and this non-compliance report serves as written notification of the noncompliance.

On Tuesday, October 11, at approximately 8:30am while performing the observe and review portion of a Humane Handling Task and verifying HATS category VIII, stunning effectiveness, REDACTED observed the following noncompliance. Kill floor employee REDACTED took a shot to stun a heifer with a .22 Magnum rifle. After the shot the animal remained standing and calm. The animal did not vocalize. REDACTED immediately administered a second an effective stun with the same .22 magnum which is a semiautomatic with no need for reload. Once the head was skinned, two holes were observed with one being low and to the left of the correct location for proper stunning. The following observation is noncompliant with 9 CFR 313.16(a)(1). The establishment does have a written Robust Systematic Approach to Humane Handling. Owner REDACTED was notified verbally and this noncompliance report serves as written notification of the noncompliance.
