Category III - Water and Feed Availability On January 11, 2022, at approximately 1500 hours I CSI (REDACTED) observed the following noncompliance while performing humane handling verification activities at Establishment # 9704. I observed pen # 3 and 4 holding 3 steers, that did not have readily accessible water due to the water being completely frozen in the buckets. Mr. REDACTED (Plant Manager) instructed an employee to provide water to the animals. Mr. REDACTED was notified of the Noncompliance and the Establishments failure to adhere to the regulatory requirements 9 CFR 313.2

Non-Compliance Description:

HATS Category II - Truck Unloading On December 20, 2021 at approximately 1115 hours while performing humane handling verification activities at Establishment # 9704 I CSI (REDACTED) observed the following noncompliance. When a truck that has 7 market hogs arrived at the establishment and the truck driver and his companion were trying to unload the hogs, I observed one of them moving over to the end of the truck holding the side of the truck while stepping on two standing hogs. At the same time, I observed the other person pushing the animals with his feet. I did not observe any sign that could indicate that the animals were in pain or they were suffering. I told the two truck personnel to immediately stop what they were doing and rejected the stunning box with USDA REJECT TAG # B19102025. After consulting with the DVMS, decision was made to resume operation and removing the Reject tag applied by the IPP. Mr. REDACTED (plant manager) was notified of the Noncompliance and the Establishments failure to adhere to the regulatory requirements of 9 CFR 313.2 (a)
