At approximately 0720 hours I, CSI REDACTED, observed the following HATS Category VIII noncompliance. I observed the establishment employee attempt to stun a beef heifer with a .410 firearm. As the employee took the shot the heifer lifted her head. After the shot was taken, I observed that the animal was still conscious; standing upright, moving its head from side-to-side, and blood was seen coming from the midline of its skull, directly between the eyes. A second stun attempt with a back-up .410 was immediately taken and the heifer was rendered unconscious. Examination of the skull postmortem revealed two entry holes in the skull; the first entry hole was low and angled towards the nasal cavity while the second hole was appropriately placed on the skull and angled towards the cranial cavity and brain tissue was observed on the exterior of the skull. These findings do not meet the requirements of 9 CFR 313.16(a)(1) and 313.16(b)(1)(iii). Establishment employee REDACTED was verbally notified of the issuance of this noncompliance record.
