On 10/1/2021, at approximately 10:20am, I REDACTED SPHV, while verifying HATS Category VIII Stunning, observed the following noncompliance. An employee using a captive bolt gun attempted to stun a dairy cow that was in the knock box and head restraint. The first shot struck the cow and it fell with its head propped up but it was showing signs of consciousness: blinking, conscious eye movement, and visibly breathing through its nose. The employee immediately grabbed the loaded back-up captive bolt gun and delivered a second shot rendering her unconscious. This is noncompliant with 9 CFR 313.15(a)(1). Quality Manager REDACTED and slaughter employee REDACTED were notified of this noncompliance.
