On 12/11/23 at approximately 10:40am, I, REDACTED, SPHV while performing a Livestock Humane Handling task, HATS category VIII Stunning Effectiveness, observed the following noncompliance: A large Herford bull was secured in the knock box with the headgate down and nose guard down. An employee attempted to stun the animal with a bull captive bolt gun with correct placement on the forehead but the first shot did not render the animal unconscious as evidenced by the fact the animal was still standing, was blinking, and making conscious eye movements. I observed that the bolt penetrated the animal as there was a small amount of blood. The employee immediately reloaded the bull captive bolt gun and applied a second shot which rendered the animal insensible. After the second shot the animal fell down and no corneal reflex was present. This is noncompliant with 313.15(a)(1), the captive bolt stunner shall be applied to livestock to produce immediate unconsciousness. Employee REDACTED and Quality Manager REDACTED were notified of this noncompliance.

On 10/28/23, at approximately 0845, I REDACTED, SPHV while performing a livestock humane handling task, HATS Category III Water and Feed, found the following noncompliance. All the automatic waterers in the pens inside the barn were found to be empty. Eleven out of the thirteen pens in the barn had animals in them, most of them Holstein cows. This is noncompliant with 9 CFR 313.2(e), 'Animals shall have access to water in all holding pens'. Owner REDACTED was notified of this noncompliance.
