HATS Category VIII Stunning Effectiveness On 9/28/2022 at approximately 9:20AM on the slaughter floor while performing the Livestock Humane Handling Task , the following noncompliance was observed The initial stun of a steer using the 25 caliber captive bolt device resulted in an incomplete stun, due to a minor head movement as the trigger on the device was pulled, where the steer remained in an upright position. REDACTED, plant manager, immediately grabbed the 243 caliber rifle that was ready directly behind him and successfully stunned the steer. The shot rendered the steer into an unconscious state immediately. The steer remained in an unconscious state throughout the sticking and bleeding procedure. I informed REDACTED that this issue would result in this noncompliance report. This incident is a violation of CFR 313.15(a)(1).
