On March 21st at 0830, I, Dr. REDACTED, SPHV, noted the following noncompliance at Yaman Halal Inc. while performing a Humane Handling Task during antemortem. Lambs and goats were corralled into inspected pens from a larger holding pen. The walkway between the two locations had flexible chicken wire fencing that acted as a border between the inspected pens and the open pasture. This flexible fencing was inadequately secured and had folded at the bottom, which forced goats and sheep to step through the fencing to get into the pens. As I watched the employee move animals, I saw 4 animals trip and fall due to their feet getting trapped in the chicken wire fencing. One goat leaped over the chicken wire fencing and got stuck on top of the fencing for 1-2 seconds before freeing its self. No egregious harm was done to the animal. This is a noncompliance of 9 CFR 313.1- the pen and driveways were not suitable for moving animals, as well as, trip and fall hazard were present that animals could not avoid. On Friday March 18th, I noticed this fencing in the afternoon and gave the establishment owners, REDACTED and REDACTED, a warning as this could be a potential hazard- no corrective action was noted. Today I notified Mr. REDACTED, the HACCP coordinator, at 0835 and Mr. REDACTED, plant owner, at 1000, that a noncompliance would be documented. The establishment plans on using a separate entrance that does not have chicken wire for moving animals in the future.
