Category VIII Stunning Effectiveness On 2-15-22 at approximately 1009 while observing kill floor operations, I observed the following event. A hog was moved into the knocking box and restrained with the push up gate. The initial stun attempt with a hand held captive bolt device was ineffective, as evidenced by the hog vocalized and remained standing. The stun operator reloaded the captive bolt device and delivered an immediate and effective corrective action stun, rendering the animal insensible, and it remained so thereafter. I notified establishment Supervisor REDACTED of my observations of the ineffective stun and the forthcoming non-compliance report. The knock-box was tagged with US Reject Tag B26011822.

On 10-13-21 at 1111 at M17301 a bovine was moved into the knock-box. The plant employee made an initial stun attempt with a rifle that was ineffective, as evidenced by the animal remained standing. The plant employee reloaded the same rifle and delivered an immediate and effective stun which rendered the animal insensible, and it remained so thereafter. I notified plant owner Mr. REDACTED and plant manager Ms. REDACTED of my observations of the non-compliance. I then applied USDA reject tag #B26011838 to the knock box, and notified plant management of the regulatory control action. The establishment was noncompliant with 9 CFR 313.16(a)(1) and 9 CFR 313.16(a)3).
