Non-Compliance Description:

On 1/30/2023, at approximately 0710 hours, while performing HATS Categories I-Adequate measures for Inclement weather and IV-Handling during ante mortem inspection, the SPHV observed the following noncompliance. Cattle were in pens 12 and 13. I observed that both pens had standing water to a depth higher than the coronary bands of the cattle present, approximately 6-8 inches deep. The floor of pens 9, 10 and 11 was covered with ice, but was not holding any live animals. The outflow drainage for all the pens was occluded by ice. A regulatory control action was not taken due to no live animals being injured. The establishment failed to ensure that pens, floors, and driveways were maintained in good repair, especially in consideration of the inclement weather (snow, ice, cold), to provide good footing for livestock. I verbally notified the QA Manager that a noncompliance would be documented. There have been no noncompliance records documented for the same root cause in the past 90 days.
