On Saturday August 12, 2023, at 0830 hours, I performed Odd Hour Inspection. I observed the following: There was a trench in the east and north alley way where the contractor was installing a new water line to supply the water troughs that were being installed. There were 8 pens of cattle adjacent to the north alley way that contained 268 head. I observed that the cattle were without water during my inspection and that the water troughs were empty because the establishment had shut off the water. At 1215 hours, I returned to the pens and found Supervisor REDACTED present in the pens and an establishment employee using a drop hose to fill the water troughs. Mr. REDACTED stated that they began filling the water troughs around 0915 hours. I inquired if they had any documentation on the water schedule and he stated no. I observed the situation and found that the cattle were being watered in all the pens that were in use. I then ask when they would anticipate the water to be turned back on and he stated in about 2 hours, but they would continue to use the drop hose until there was adequate water flowing into the troughs. I returned to the pens at approximately 1915 hours and found that the water was restored to the water troughs and feed was present in each of the pens. This noncompliance is a direct violation of regulation 9CFR 313.2(e).
