313.16(a)(1)
On December 16, 2022, at approximately 1530 hours, I CSI REDACTED while performing HATS task on category #8: stunning effectiveness, observed establishment manager REDACTED at HLC Meats LLC, used a 30.30 rifle on a beef two times. He then immediately checked the animal for eye tracking movements, the animal responded and was still standing. REDACTED then proceeded immediately for a third shot which finally rendered the animal unconscious. I visually observed rhythmic breathing, eye tracking movements, and the animal was standing. A U.S. Reject/Retain tag was not utilized. This noncompliance is non-egregious as action was taken immediately. Establishment failed to comply with 9CFR 313.16(a)(1): Immediate unconsciousness (gunshot) Establishment manager REDACTED was verbally notified that a noncompliance would be issued.
313.15(a)(1)
On November 22, 2022, at approximately 1715 hours, I CSI REDACTED while performing HATS task on category #8: stunning effectiveness, observed slaughter employee REDACTED at HLC Meats LLC, stunned a beef two times with a handheld captive bolt device. REDACTED re-assessed for unconsciousness and proceeded to palpate the eyes and the animal blinked. I visually observed rhythmic breathing, eye tracking movements, and the animal was vocalizing. The slaughter employee, REDACTED immediately rendered the animal unconscious after a third stun. A U.S. Reject/Retain tag was not utilized. Establishment failed to comply with 9CFR 313.15(a)(1): Immediate unconsciousness (captive bolt) Establishment manager REDACTED was verbally notified that a noncompliance would be issued.
313.2
On 10/06/2022, at approximately 0745 hours, while performing HATS Category 3, the following non-compliance was observed: I, CSI REDACTED observed livestock pen number 8 with one steer inside with no access to water and no barrel present inside. I verified with employee, REDACTED that the pen card indicated the beef was dropped off yesterday, October 5, 2022. I immediately called both establishment owner, REDACTED and establishment manager, REDACTED of my findings. REDACTED was present shortly after and verified no access to water, he took corrective actions at approximately 0755 hours, placed a barrel inside with water for the livestock in pen number eight. The establishment has failed to comply with 9 CFR 313.2(e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. I notified Establishment owner, REDACTED that a non-compliance record would be issued.
