Non-Compliance Description:

HATS Category IV--Ante-mortem Inspection On November 28, 2022, at approximately 1045 hours upon arriving to the establishment Dr. REDACTED was informed by CSI REDACTED that there was a calf in the barn that the establishment employee stated would not get up. Dr. REDACTED and CSI REDACTED went to the barn with REDACTED, Kill Supervisor present to inspect the calf. Upon entering the pen Dr. REDACTED found the calf to be in right lateral recumbency and in a comatose and dying state. The calf was exhibiting extended limbs and labored breathing with grunting vocalizations. Mr. REDACTED was notified that the calf was in a state of being comatose and dying and needed to be euthanized in the barn as it was being condemned by Dr. REDACTED. Mr. REDACTED stated that the plant had no means to euthanize the calf in the barn. With the assistance of CSI REDACTED it was confirmed with Mr. REDACTED that the establishment did not have a working captive bolt gun in the establishment. Dr. REDACTED notified Mr. REDACTED that the animal was not to be moved and that a NR would be documented for failure to have a means of humane euthanasia available at the time of need. US Reject/Retain tags number B-45238481 and B-45238482 were placed on the two entrance gates into the pen. US Reject/Retain tag number B-45238490 was placed on the broken captive bolt gun. Examination of the calf showed the calf to have labored breathing with a respiration rate of 34 bpm, a heart rate of 102 bpm, pale/cold mucous membranes, cold extremities and ears, frothy oral and nasal discharge, extended limbs and neck, grunting/groaning agonal-like vocalizations. The calf was also dull in appearance and unresponsive to noise. The establishment did not have a proper thermometer to assess the body temperature. Mr. REDACTED and REDACTED, Plant Manager were notified both verbally and now in writing with this NR of the establishment's failure to comply with the regulatory requirements of 9 CFR 313.2(a). CSI REDACTED notified Dr. REDACTED at approximately 1500 hours that the calf was deceased. CSI REDACTED removed the US Reject/Retain tags from the pen and verified the slashing and denaturing of the carcass for inedible rendering.
