HATS Category VIII - Stunning Effectiveness On November 8, 2022, at approximately 3:40 PM, I walked into the stunning area from observing animal handling in yards. I observed an establishment employee at the stun box putting together a hand-held stunning device. No animal was in the stun box. I walked around to the exit side of the stun box and observed a beef cow in the bleeding cradle. The beef cow was in sternal recumbency with its head lifted, blinking, looking around, and breathing. While observing, the establishment employee passed by me and handed the hand-held stunning device to another employee who rendered the animal insensible. When the head was skinned, two stunning holes were observed. I verbally notified the Operations Manager of the noncompliance. This is a noncompliance with 9 CFR 313.15(a)(1). A review of records did not identify any noncompliance with a similar root cause therefore this NR will not be associated. The Denver District Management Team was contacted regarding this event.
