HATS CATEGORY III: Water and Feed Availability On Thursday, 29 August 2024, at approximately 0745HRS (Intermountain Packing,- Idaho Falls, ID) While observing humane handling at the establishment’s holding pens, IPP observed the following non-compliance. In the covered suspect pen, 4 cows were observed without access to water. The water troughs typically used to service this area contained water but were gated off preventing the animals’ access to the water trough. Establishment pen foreman was immediately verbally notified of the non-compliance and that a noncompliance record would be written. No regulatory control action was taken due to the observed corrective actions of removing the gates blocking access to the water trough. The Denver District Veterinary Medical Specialist was notified through supervisory channels. There have been no noncompliance records issued for the same root cause in the past 90 days. This establishment does not operate under a robust systematic approach to the humane handling of livestock.

HATS Category VIII- Stunning effectiveness On 07/25/24 at approximately 11:35 AM while verifying stunning effectiveness at the stun box, the SPHV and Front-Line Supervisor observed the following non-compliance. After a dairy cow entered the stun box, the stun operator applied an initial stun attempt with the pneumatic captive bolt device that landed off to the side of the head near the right eye. The animal reacted to the stun attempt by tossing it's head and remained standing. The stun operator immediately applied a second stun attempt which was effective in rendering the animal unconsciousness. US Retained/Rejected tag number B-46522578 was applied to the stun box area and slaughter operations were withheld. The slaughter floor supervisor, QA manager and HACCP coordinator were informed of the observed non-compliance. After correlation with the District Veterinary Medical Specialist and after IPP received acceptable written corrective actions from establishment management, the US Retain/Reject tag was removed from the stun box area and slaughter operations were allowed to resume. A review of non-compliance records over the last 90 days did not show a trend in non-compliances of similar root cause.
