Non-Compliance Description:

On Thursday, June 1, 2023, at approximately 0815 hours, while performing a Humane Handling task, I, the CSI, observed the following noncompliance: While performing a postmortem inspection on the slaughter floor, I observed establishment employees calmly drive a bull into the stun box from the holding pens. The bull was calm. When the stun operator retrieved the .22 bolt action rifle, I vacated the slaughter floor due to FSIS safety protocol. I heard the firearm discharge and came back on the floor and observed the bull to be conscious. I observed the animal to be standing in the stun box with eyes tracking and kicking at the back of the box. The stun operator immediately reloaded the .22 bolt action rifle and inform me that he would be applying another stun attempt. I vacated the slaughter floor once again and heard the second stun attempt. When I came back onto the slaughter floor, I observed the bull was rendered unconscious. I applied USDA tag # B11002510 to the stun box and informed the SPHV. The dressed head was inspected, and two penetrating stun holes were observed. A 90-day review showed there was no other noncompliance of this origin or nature.
