Non-Compliance Description:

On 11/03/2022 at approximately 0740 hours, I, CSI REDACTED, observed while verifying HAT category VII, heard the first head of cattle entering the knock box, it was being vocal. I was standing by the sink and observed the animal moving and being vocal at the head gate. I heard the knocker fire the first knock with a captive bolt gun. Then I saw the animal remained standing and be vocal. I observed the knocker moving to reload his captive bolt gun. The knocker lined up his shot and performed an effective stun. The knocker took a minute or less to reload and knock the animal. I notified REDACTED, Director of Operation of the incident and the forth coming Non-compliance. The establishment failed to render the animal unconscious in a manner that will minimize discomfort and excitement. Having an ineffective stun does not meet regulatory requirement of 9 CFR 313.15(a)(3).

Non-Compliance Description:

On October 18th at 1230, while performing my online inspection duties I, REDACTED witnessed the following non-compliance. A longhorn steer was brought to the knocking box was shot with a 9MM handgun. After he was shot he remained standing and was eye tracking his surroundings. A second shot of the handgun did not produce a unconscious result and the animal experienced blood running from his nose. A 45 caliber handgun was retrieved from the safe and when he was shot he went down and was unconscious. This is in association with NR dated 09/14/2022. Corrective actions/corrective measures were not implemented to prevent reoccurrence. This is in violation of 313.16(a)(1) : The firearms shall be employed in the delivery of a bullet or projectile into the animal in accordance with this section so as to produce immediate unconsciousness in the animal by a single shot before it is shackled, hoisted, thrown, cast, or cut. The animal shall be shot in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.
