Non-Compliance Description:

Inspection Program Personnel (IPP) observed the following non-compliance while performing HATS Chapter IV – Category VII – Stunning Effectiveness: On 02/15/23 at approximately 1000 hours, IPP observed establishment personnel administer a captive bolt pistol using a 3.5 grain (227) mg cartridge on the second hog of the morning. The first stun was ineffective as the hog vocalized with a squeal. Seconds later a recovery shot was administered leaving the animal unconscious. The animal was then shackled, lifted, stuck (note: bleed), and placed in the scalding tank before being placed on the dehairing machine. IPP observed the first stunning entrance on the hog- head and it appeared to be in the desired location. In addition, IPP observed the second entrance as it was an inch or so to the right. This establishment does not have a SYSTAMTAIC APPROACH TO HUMAN HANDLING AND SLAUGHTER (SYSTEMATIC APPROACH) IN A WRITTEN ANMIMAL HANDLING PROGRAM. It was determined that the event was a discrete, rare failure to render livestock insensible (or unconscious) by a single stun and that the establishment promptly and effectively corrected the non-compliance. IPP followed 9 CFR 313.50 and informed appropriate establishment personnel with the issuance of this non-compliance record. In addition, IPP notified the Frontline Supervisor.
