Inspection Program Personnel (IPP) observed the following HATS Chapter IV - Category VII – Stunning Effectiveness Non-Compliance. On 11/02/23, at approximately 1200 hours, a small bull was moved inside the kill floor and placed in a stunning pen where his head was placed in a restraint. The first stun was ineffective and IPP observed the bull was standing conscious, vocalizing, and bleeding from the head. Establishment personnel took immediate effective corrective action and stunned the bull a second time rendering the bull unconscious. Establishment personnel then applied a security stun. IPP followed 9CFR 313.50 and informed establishment personnel with the issue of this Non-Compliance Record. IPP informed his Front-Line Supervisor.
