HATS Category VIII- Stunning Effectiveness On Thursday January 12, 2023, at approximately 1:10pm while performing routine Humane Handling Verification activities at Est. 4788, I, CSI REDACTED observed the following noncompliance: The establishment moved a market swine into the stunning area. I heard the first discharge of the captive bolt but instead of seeing the animal fall to the ground, as is customary after stunning, I instead heard several loud squeals and observed the animal still standing. Management took immediate corrective actions by performing a second stunning attempt with the captive bolt. After the stun took place, I saw that the animal immediately fell to the ground and confirmed the animal was insensible. Examination of the skull revealed two full-thickness holes in the forehead of the animal with one slightly off to the right from center. This observation, combined with what I observed and heard after the first discharge, confirmed that the first stunning attempt did not result in immediate unconsciousness. The plant owner was notified of the noncompliance and the establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15(a)(1).
