HATS Category VIII - Stunning Effectiveness On July 25, 2023, at approximately 10:30am, while conducting a routine inspection at the stun, IPP observed plant employee stunning a small dairy cow 3 times before it was rendered unconscious. The stun operator used a pneumatic captive bolt device at his first ineffective stun attempt, but the animal moved, appeared stunned, but it was not fully insensible and did not fall. The stun operator immediately performed a second ineffective stun attempt with a hand-held captive bolt device at the poll of the cow, but the animal still standing up. The stun operator applied an immediate effective third stun attempt using a second hand-held captive bolt device at the designated target zone. The beef was rendered insensible and remained insensible during the shackling, hoisting, and bleeding process. U.S. Reject tag # B42102439 was applied to the stun box and the establishment management was verbally notified of the noncompliance. The Denver District Management Team was notified through supervisory channels. The establishment has implemented a robust systematic approach to humane handling of livestock. There have been no noncompliance records issued for the same root cause within the past 90 days.
