Non-Compliance Description:

HATS Category VIII: Stunning Effectiveness Just before 1000 hours, I, the SPHV, was asked to observe stunning on a large horned bull in the barn with a rifle. With the first stun attempt, I observed the animal jump and move away from the stun operator, but the animal did not collapse to the ground. The bull moved to the far end of the holding pen, and I observed blood coming from the right nostril, but the bull did not vocalize. A second stun attempt with the same reloaded rifle was immediately applied and the animal was rendered insensible. The animal remained insensible throughout the shackling, hoisting and bleeding process. Regulatory control of the stun box was taken with USDA Retain tag#B42102488 while Denver District Management was notified of the incident. Inspection of the head revealed a penetrating stun hole in the target zone and a second non-penetrating stun less than a half inch below the penetrating hole. Establishment management was verbally notified of the noncompliance. Regulatory control of the stun box was removed at approximately 1030 hours. There have been no noncompliance records issued in the past 90 days for the same root cause. This establishment operates under a Robust Systematic Approach to the Humane Handling of Livestock.
