Non-Compliance Description:

On Tuesday, August 22, 2023, at approximately 0900 hours I, CSI REDACTED, while on my way to perform HATS IV – Antemortem Inspection found the following noncompliance with HATS Category III-Water and Feed Availability. I observed there was water but no evidence of feed in pen 210 (slow pen). I inquired with Barns Supervisor REDACTED, and she said that these hogs had arrived at 0230 hours on Monday August 21st and had not been provided feed since they arrived. After discussing this issue with SCSI REDACTED I notified Barn Supervisor REDACTED that the establishment was in non-compliance with HATS category III- Water and Feed Availability, specifically 9CFR 313.2(e) and would be issued an NR. The establishment’s immediate corrective action was to provide a portable feed trough to pen 210. Further preventative measures will be provided in the response to the noncompliance report.

Non-Compliance Description:

On Friday November 18, 2022, at approximately 1730 hours, while in the barn walking on the catwalk to get a supervisor to perform an antemortem inspection, the following non-compliance in HATS category V (Handling of Suspect & Disable) was observed. The employee driving hogs on the alley way, was observed pushing a non-ambulatory hog with his hands, trying to push the hog into pen # 12. I immediately took regulatory control action by telling the employee to stop his actions, by loudly verbally requesting several times for him to stop, but the employee did not listen to me or did not hear me. He continued pushing it with his hands, and then he grabbed the pen gate and start pushing the hog with the gate into the pen # 12. I again told him to stop but he ignored me and continued to push the hog until he got the hog inside the pen. I went to look for the barn supervisor REDACTED but not find him. I checked if there was any harm on the hog but there were no findings. The employee came back to my location. He started explaining that he was pushing the hog because he was getting behind and he just wanted to get it out of the way. Barn supervisor REDACTED arrived at the area; he was informed about the issue. Immediate corrective action was to talk to the employee about inhumane handling, and as per barn Manager REDACTED instructions, the employee was removed from the barns until further investigation by the establishment. Mr. REDACTED was notified by SCSI REDACTED about the deviation and the pending documentation of my observations. A meeting was held with establishment FSQA Manager REDACTED, and Superintendent REDACTED. It was explained to them that the incident report was sent to the district office for an evaluation, in which it was determinate by DVMS Dr. REDACTED that this incident was not an egregious incident, that it was a non-compliance with regulation 9 CFR 313.2 (a) Driving of Livestock. As a preventive measures, B shift main barn will be retrain on handling of non-ambulatory hogs. Main barn handling audits will be completed through December 5th, 2022, twice per shift on B shift, this will be an audit composed by stockyards animal welfare team. Team member placed on leave pending investigation with discipline up to termination.
