HATS Category III--Water and Feed Availability On Monday August 7, 2023, at approximately 0740 hours, I (CSI REDACTED) observed the following noncompliance: On the premise in the holding area, there were 80 head of livestock (goats/lambs) and no feed was available. I confirmed, the livestock were on the premise since Thursday August 3, 2023. I inquired with Mr. REDACTED (HACCP Coordinator) when feed was last provided to the livestock. Mr. REDACTED stated he brought feed all weekend but did not have any records to document these visits and at the time of arrival at the establishment, the feeders were all empty. The establishment has failed to meet regulatory requirement 9 CFR 313.2(e). If livestock will be held for more than 24 hours, they require access to feed. This noncompliance record (NR) will be associated to NR MEN408061414N/2 documented on 6/13/23 for failing to provide animals access to feed that had been held for more than 24 hours. No corrective actions were documented for this previous occurrence and the only verbal actions proffered were to feed the animals onsite immediately.

HATS Category III--Water and Feed Availability While performing part of the Humane Handling task at Sky Halal on 6/13/23, I (CSI REDACTED) observed the following noncompliance: At approximately 0725 hours, while inspecting the holding pens, I observed 2 veal were gated in pen 4. Both green water feeders in the front of the pen were dry, but they had access to a black tub that is 24 inches round by 18 inches tall and it was approximately 1/5th filled with water. I did not observe any feed available to the veal. I immediately asked Mr. REDACTED, Slaughterhouse Manager, when the 2 veal were delivered. Mr. REDACTED stated yesterday morning around 0700 hours. I asked if anyone was at the establishment to provide feed and water to the veal. Mr. REDACTED stated nobody was at the establishment because they did not operate under inspection yesterday. I informed Mr. REDACTED that a noncompliance would be documented for failure to provide access to feed as the veal were held at the facility for more than 24 hours. Mr. REDACTED instructed an employee to retrieve hay from the main pen and put it in pen 4 for the veal. The establishment failed to meet regulatory requirement 9 CFR 313.2(e). The following NR will be associated with MEN5213042519N/1 from 4/13/23 documented for holding a veal over 24 hours with no access to food. Corrective actions were either not implemented or ineffective.

HATS Category IV--Handling During Ante-mortem Inspection On June 13, 2023, at approximately 0955 hours, I (CSI REDACTED) observed the following noncompliance: 8 goats were staged in the alley waiting to enter the slaughter area. As the door was opened, all goats walked in calmly except for one. The goat kept turning and walking away from the entrance. Mr. REDACTED, Slaughter Manager, stepped outside to move the goat. A slaughter employee then grabbed the left horn of the goat and started to pull it toward the door. I immediately instructed the employee to stop. The goat pulled back, the employee then grabbed both horns and started to pull it toward the door. I again instructed the employee to stop, but the employee did not understand my instruction as he is not fluent in English. I informed Mr. REDACTED the employee needs to stop and let go of the goat. Mr. REDACTED instructed the employee to release his hold on the goat immediately. Mr. REDACTED had the employee exit the alley and the goat was calmly moved past the door into the slaughter area. I informed Mr. REDACTED a noncompliance would be documented for failure to move animals with minimum excitement and at a normal walking speed. This action demonstrates failure to comply with 9 CFR 313.2(a). This NR will not be associated with any others at this time.

While performing part of the Humane Handling task at Sky Halal on 4/13/25 I, CSI REDACTED observed the following Noncompliance. At approximately 7:04 am, while inspecting the back pens I noticed a small veal was still gated into pen 4 where it had been put placed Tuesday 4/11/23 when delivered. I noticed the veal had a small amount of water but no feed. I immediately went into Manager REDACTED office and questioned if anyone had been by yesterday to tend to the animals Mr. REDACTED informed me there had not as they hadn’t worked yesterday. I informed him that the veal in pen 4 did not have access to food even tho it was held for more then 24hrs and that this was a Humane Handling violation, and a Noncompliance would be issued. He went out and opened the pen into the larger holding pen where hay was available. These deficiencies demonstrate a failure to meet 9 CFR 313.2(e). The following NR will not be associated with any other NRS.

While performing part of the Humane Handling task at American Halal Est M48226 this morning I CSI REDACTED observed the following Noncompliance at roughly 7:04 am, Animals in the back pen and out in the yard did not have any access to water as all the troughs were frozen solid. I came immediately and went into Manager REDACTED office and informed him that the animals did not have access to water and that this was a Humane Handling violation, and a Noncompliance would be issued. He had REDACTED go out and empty and refill the frozen buckets and plugged in the auto water feeder. Upon review the following NR is associated with MEN5511110301N/1

While detailed to American Halal Meats Est. 48226, I CSI REDACTED observed the following Noncompliance. While waiting for the establishment employees to arrive, [ I found out later they were not operating that day,] I went to the back of the plant to observe the animals for slaughter that day. As I got to the last pen I noticed four small beef. Upon closer investigation I noticed there was no water available for these animals. As I went back up front, plant employee REDACTED arrived. I informed him that there was no water for the beef. He went back and filled the water tank immediately. I informed him that this was a Humane Handling violation. He stated that the owners would not be there until November 1st. On November 1st I had a meeting with Plant Manager REDACTED. I informed him of the requirements for water and feed for animals on site. He said he understood. I informed REDACTED that a Humane Handling Noncompliance would be issued.
