On September 1, 2023, at 7:00 am, Inspection program Personnel (IPP) observed the following noncompliance while performing stunning verification. The first shot with the rifle did not render the cow unconscious. It remained standing and bellowed. The stunner took immediate effective corrective action and stunned the animal a second time, rendering it unconscious. A third security knock was taken. This is noncompliant with 9 CFR 313.16(a)( 1) & 313.16 (a)(3). The plant owner was notified of the noncompliance. Three bullet holes were confirmed on postmortem inspection.
