At approximately 07:03 while conducting routine Livestock Humane Handling task the following noncompliance was observed: While establishment personal was unloading 7 beef from the truck, I observe 3 beef slipped after exiting the truck. After further investigation I observed that the establishment did not provide appropriate flooring for the beef and the slipped on the wet concrete. After establishment complete unloading the truck, I proceeded to verify the animals for any signs of discomfort or injuries. No signs of injuries were observed, and animas were passed for slaughter. Mr. REDACTED was verbally notified of the non-compliance as he was present when the incident happened. This constitutes a regulatory noncompliance of 9CFR 313.1(b) Floors of livestock pens, ramps, and driveways shall be constructed and maintained so as to provide good footing for livestock. Slip resistant or waffled floor surfaces, cleated ramps and the use of sand, as appropriate, during winter months are examples of accept[1]able construction and maintenance.

On October 21, 2022, at approximately 8:39 am, I CSI REDACTED was performing Livestock Humane Handling Inspection in establishment M17776. I was in the room designated as the holding pen carrying out antemortem inspection when I observed approximately 6 lambs, that were being unloaded from the truck, slip and fall onto the concrete floor driveway that is in front of the holding pen hallway. It should be noted that the concrete floor of the driveway was wet since the establishment had previously washed the holding pen area and no traction material was placed on that section of the floor. I immediately stopped the livestock unloading process and verbally notified Mr. REDACTED (Owner) of the establishment failure to comply with the regulatory requirements of 9 CFR §313.1(b). The establishment took immediate corrective action of the situation by placing an anti-slip mat in between the truck ramp and the holding pen hallway. Once the anti-slip mat was placed and the situation was addressed, the unloading process was allowed to resume and antemortem inspection was continued. This incident did not cause any injury to the animals, and it was determined to be not egregious in nature, since no vocalization or sign of pain or injury was observed.
