313.15(a)(1)
On 1/3/2023 at approximately 9:40am while doing observation for HATS Category VIII for Stunning Effectiveness at Wayne Mays Meat Processing (TA-21848), the following non-compliance was observed: Mr. REDACTED restrained a cow in the knock box and attempted to stun the animal with the pneumatic captive bolt stunner. The first shot was ineffective resulting in the cow vocalizing and moving its head in response. Immediately, a co-worker came to assist Mr. REDACTED and helped in further securing the animal as a second stunning attempt was tried. The second stunning attempt was successful and rendered the cow insensible to pain. Due to the first stunning attempt being ineffective in rendering the cow insensible to pain, Dr. REDACTED immediately stopped the stunning operation by verbally notifying Mr. REDACTED and Inspector REDACTED (IIC). U.S. Rejected tag No. B35852884 was applied to the knock box. Ms. REDACTED, plant manager was notified of the non-compliance and failure to comply with 9 CFR 313.15(a)(1).
