At approximately 0750 hours, while performing HATS Category VIII- Stunning Effectiveness, I observed the following noncompliance. I was observing establishment personnel conduct stunning of a hog at the squeeze chute. The personnel used a captive bolt stunner to stun the pig but failed to immediately render the animal unconscious. After the stunning attempt, the animal was still standing, proceeded to back up slightly and was vocalizing. The establishment personnel immediately grabbed the .22 caliber rifle and properly stunned the animal. The animal was on the floor and unconscious. The employee then shackled, hoisted, and bled the unconscious animal. I immediately notified REDACTED, Owner, of the noncompliance.
