On 07/25/2024 at approximately 0930 hours, while performing a Humane Handling task, I observed the following noncompliance. While observing and walking through the livestock holding areas, I witnessed the livestock feeding areas were without any type of feed/hay. The livestock are being held in the area for more than 24 hours and water and feed must be available. I explained the requirement and informed Mr. REDACTED of the forthcoming noncompliance report. The establishment failed to meet the regulatory requirements of 9 Code of Federal Regulations (CFR) 313.1.
