313.15(a)(1)
On September 6, 2024, at approximately 0915 hours, I REDACTED SPHV, was performing the Humane Handling Category VIII (Stunning Effectiveness) Task and observed the following noncompliance. Mr. REDACTED Co-establishment owner, attempted a head stun on a beef animal in the stunning restrainer by discharging a hand-held captive bolt on the forehead. The animal remained conscious, standing calmly, and did not vocalize. Mr. REDACTED reloaded the hand-held captive bolt and applied an effective stun behind the poll rendering the animal unconscious. There was no visible sign of the first stunning and Mr. REDACTED was not positive the first stunning attempt contacted the head. During o-mortem inspection, I viewed the skinned skull and observed one hole that penetrated the skull halfway between the eyes. And I was able to see and feel the second hole behind the poll. I took a regulatory control action by verbally informing Mr. REDACTED that slaughter operations were ceased until preventive measures were given. Mr. REDACTED gave me verbal corrective actions and preventive measures and slaughter operations were allowed to resume. This is noncompliant with 9 CFR 313.15(a)(1). I informed Mr. REDACTED of the noncompliance and issuance of the noncompliance record.
