313.15(a)(1)
On March 3, 2025, I, CSI REDACTED was performing the Humane Handling Category VIII, Stunning Effectiveness, PHIS task and observed the following noncompliance. An establishment employee attempted to stun an adult sheep with a handheld captive bolt. The sheep moved when the captive bolt was fired. The sheep did not vocalize and did not appear agitated and remained standing. There was no visible blood coming from the head. The employee immediately reloaded the same captive bolt and applied a second effective stun, rendering the animal unconscious. I informed Mr. REDACTED, Owner, that slaughter operations were ceased until preventive measures were provided. He immediately provided preventive measures, and slaughter was allowed to resume. During post-mortem inspection, the head was inspected, and two holes were observed. One hole was behind the ear and the second hole was in the poll region. This is a noncompliance with 9 CFR 313.15(a). I informed Mr. REDACTED that a noncompliance with record would be issued.
