Non-Compliance Description:

At approximately 0720 hours while performing HATS Category III- water and feed availability, I observed two Holstein steers in pen 3 and a crossbred market hog in pen 4 with no access to feed. The animals had been held in the barn for longer than 24 hours, therefore are required by 9 CFR 313.2(e) to have access to feed. The two steers had been presented for ante mortem inspection at approximately 0730 hours on August 6. The hog was also present at that time but was not presented with a pen card. The pens were bedded with wood chips and no residual feed was observed. Establishment owner REDACTED was verbally informed of the noncompliance and that an NR would be issued. US retained tag B34617244 was applied to pens 3 and 4. At about 0820 hours, the steers had been given hay and the retain tag was removed from their pen and ante mortem inspection was performed on the steers. The hog was also provided with hay, which isn’t an appropriate feed for the species, and the retained tag was kept with that pen. The plant elected to slaughter the hog next and the retain tag was removed.

Hats Category III At approximately 0600 while performing an Odd Hour inspection task I, REDACTED CSI, observed the following noncompliance: I observed 4 cattle, 2 in 1 pen and 1 in two different pens. All pens were equipped with water troughs, however there was no water in either trough. I notified REDACTED (Food Safety Manager) about my findings and explained this was a noncompliance of 9CFR313.2 (e) and an NR would be issued. Mr. REDACTED immediately found the water was turned off and turned it on. The cattle now have access to clean water. 313.2 Handling of livestock. (e) Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down.
