HATS category VIII: Stunning Effectiveness On 2/1/2024 at approximately 08:10, while performing a Livestock Humane Handling task, at Hometown Butcher Est # 9112, the following event was observed by CSI REDACTED. I was at the designated safe location outside the kill floor door when I heard the initial stun attempt to a beef cow, with a 410 caliber shotgun with slug ammunition . I entered the room to verify the stun and observed the animal still standing and alert with blood streaming from its forehead. The stun operator recognized the failure and delivered an immediate and effective corrective action stun, with the same firearm, rendering the animal insensible, and it remained so thereafter. This is a violation of Reg. 9 CFR 313.16(a)(1) and 9 CFR 313.16(a)(3) USDA tag No. B-45241459 was attached to the knock box. Plant kill floor personnel REDACTED and REDACTED, establishment owner, were notified of the observed non-compliance and of the regulatory control action.
