HATS Category III: Water and Feed Availability On Tuesday, May 21 at approximately 0730 the following noncompliance was observed while performing a Livestock Humane Handling verification task in the barn: Four lambs were confined in pen #3. I observed that there was no water bucket in the pen and determined that the animals had no access to water. I immediately notified slaughter supervisor REDACTED of my findings and that a noncompliance would be documented. Mr. REDACTED immediately relocated the group of four lambs to a different holding pen that provided the animals with access to water. As documented in KJR2008052920G, on Monday, May 20 IPP discussed M46351’s requirement to comply with 9 CFR part 313, the nine HATS categories, and provided establishment management with a printed copy of FSIS Directive 6900.2: Humane Handling and Slaughter of Livestock. This shall serve as official notice of noncompliance. Per 9 CFR 313.2(e), animals shall have access to water in all holding pens.

HATS Category lll: Water and Feed availability: On December 26, 2023, at approximately 0630, while I was performing an odd hour inspection, I identified the following noncompliance in the holding pens: While walking through the barn I noticed two beef cows in a holding pen with a water bucket that was empty. As I continued my inspection, I discovered a group of 10 market pigs in a holding pen with an empty water bucket. There was also one boar that had an empty water bucket in his pen. There is not an automatic water system in the barn. Water is provided with water buckets filled with a hose. I notified supervisor REDACTED of my findings, and I would be issuing an NR. This shall serve as official notice of noncompliance. Per 313.2(e), animals shall have access to water in all holding pens. A similar noncompliance was recorded on 12/18/23 in NR#KJR2909123018N. Repeated noncompliance may result in additional regulatory actions.

HATS Category III: Water and Feed Availability The following noncompliance was observed on Monday December 18 at approximately 0820 while performing a Livestock Humane Handling verification task: Eleven market swine were held in a stock trailer located in front of the dumpsters. There was one small bucket designed to hang over a fence located in the back compartment of the trailer that was empty. Three pigs were laying down blocking the only opening that would allow the pigs in the front compartment of the trailer to have access to water in the back compartment of the trailer. I immediately notified an establishment employee and I observed the establishment employees place buckets of water in the font and rear compartments of the trailer allowing them all to have access to water. Plant manager REDACTED was notified of my findings and that the noncompliance would be documented. This shall serve as official notice of noncompliance. Per 9 CFR 313.2(e), animals shall have access to water in all holding pens.
