313.16(a)(1)
On 9/13/2024 at 0923 hours while performing verification of HATS Category VIII: Effective Stunning, a non-egregious humane handling noncompliance was observed on a beef cow. During the initial knocking attempt by a trained establishment employee using a .22 caliber rifle, a shot was administered. However, the cow made no movement, continued standing, and remained conscious. An immediate corrective action was taken with a second shot which rendered the animal unconscious. After examination of the head by IPP it was determined the cause of the ineffective stun was misplacement of the first shot. There have been no previous issues with humane handling at this establishment. HACCP Coordinator REDACTED was notified of the forthcoming noncompliance. The requirements of 9 CFR 313.16(a)(1) have not been met by the establishment.
