On 02/20/24, at approximately 0715, while I was observing slaughter operations and livestock humane handling as part of the Food Safety Assessment the establishment was not meeting HATS Category III Water and Feed. The establishment had one cattle for slaughter in the pens and the water trough was frozen over. The establishment was inside the building conducting pre-operational sanitation. I addressed the issue with establishment owner REDACTED and water was provided. The establishment is noncompliance with 9 CFR 313.2(e)
313.15(a)(1)
While performing the Humane Handling Task Dr. REDACTED and I witnessed the following humane handling incident at 8:30AM: Plant management had a beef animal adequately restrained in the knock box via the head catch device. They loaded the captive bolt gun and administered one shot in the correct location. The animal was not immediately unconscious, nor did it appear to be affected in any way. It remained calm while plant management quickly used a second shot which was in arms reach and did render the animal immediately unconscious. Upon review of the skull, it was noticed that both shots did penetrate the skull. The first shot, centered on the skull as it should be and the second shot high and to the right which rendered the animal unconscious. This is a direct violation of 313.15(a)(1). I notified REDACTED of the noncompliance on the kill floor and Dr. REDACTED notified REDACTED once he arrived at the office.
