Non-Compliance Description:

Today (11-19-24), at 7:35 AM, while performing a routine Humane Handling inspection task – HATS Category VIII Stunning Effectiveness, I observed REDACTED, Owner/Manager attempt to stun a heifer, restrained in a chute head catch, with a captive bolt gun. Following the shot, the animal remained standing, vocalized, and had controlled eye movement and eye tracking. The shot was delivered with proper placement. REDACTED took immediate corrective action and reloaded the captive bolt gun with another cartridge, but the gun did not fire. The captive bolt gun was immediately loaded, a second time, with a different cartridge; and the beef was successfully stunned, rendering it unconscious. During post mortem inspection I observed two holes that penetrated the skull. I placed Reject Tag #B37423113 on the Chute Head Catch and notified my supervisor. These observations are non-compliant with regulation 9 CFR 313.15(a)(1) for ineffective stunning. Following conversations with my supervisor, the Reject Tag was removed because the immediate corrective actions had successfully restored regulatory compliance. REDACTED, Owner/Manager was present at the time of these observations and was notified of this non-compliance.
