313.16(a)(1)
On October 5, 2023, approximately 0901 hours, I CSI REDACTED, while verifying the Humane handling category VIII effective stun. I observed the following non-compliance. While outside the kill entrance I heard 2 shots administered by REDACTED using 22 rifle. Upon entering the kill floor, I observed a cow still standing and vocalizing. Mr. REDACTED immediately retrieved the 9mm handgun and administered a 3rd attempt that contacted the cow and was ineffective, as the cow remained standing and vocalizing. Then, Mr. REDACTED ran to get plant manager REDACTED. Mr. REDACTED ran outside and retrieved his 45 handgun from his car and administered a 4th shot that rendered the cow unconscious. I tagged the restraint box with tag #B36820847 and notified Mr. REDACTED, the plant manager that a Noncompliance would be issue and contacted the FLS Dr. REDACTED to notify her with this Egregious noncompliance. It took the establishment 4 attempts with 3 different firearms to render a cow unconscious in violation 9CFR 313.16(a)(1). The establishment does not have a robust systematic approach program.
