On 8/29/24, at approximately 0715 hours, I, CSI REDACTED was performing a Humane Handling Category VIII (Stunning Effectiveness) Task and observed the following noncompliance: An establishment employee attempted a head stun on a longhorn beef steer in a cattle trailer by discharging a rifle on the forehead area of the steer. After the rifle was discharged, it had no effect on the animal, as the steer remained conscious, standing calmly and did not vocalize. The establishment employee immediately reloaded the rifle and applied an effective stun, rendering the animal unconscious. I took a regulatory control action by verbally informing Establishment Co-Owner, Mr. REDACTED that slaughter operations were ceased until preventative measures were given. Mr. REDACTED gave me verbal corrective actions and preventative measures to prevent reoccurrence and I informed him that slaughter operations could resume. During postmortem inspection, I viewed the skinned skull and observed two holes had penetrated the skull, with one hole located on the eye line in the forehead of the skull and the other hole three inches above of the aforementioned hole. This is noncompliant with regulation 9 CFR 313.16(a)(1). I informed Mr. REDACTED of the noncompliance and issuance of the noncompliance record.

On 11/30/2023, at approximately 1430 hours, I, CSI REDACTED, was performing a Humane Handling Category VIII (Stunning Effectiveness) Task and observed the following noncompliance: An establishment employee attempted a head and heart stun on a market hog in the restrainer by delivering an electric stun using an electric stunner. After the market hog was electrically stunned, the hog appeared unconscious. The employee discharged the hog from the restrainer. As the employee walked up to the hog to sticka it to remove the blood, the employee noticed the hog was still breathing, was blinking, and tracking movement. The employee immediately grabbed the hand-held captive bolt and applied an effective stun, rendering the animal unconscious. I took a regulatory control action by verbally informing Establishment Co-Owner, Mr. REDACTED, that slaughter operations were ceased until preventative measures were given. Mr. REDACTED gave me verbal corrective actions and preventative measures to prevent reoccurrence and I informed him that slaughter operations could resume. This is noncompliant with regulation 9 CFR 313.30(a)(3). I informed Mr. REDACTED, of the noncompliance and issuance of the noncompliance record.
