HATS Category VIII- Stunning Effectiveness On November 21, 2023 at 1:55pm while performing routine humane handling verification activities at Est M9548, I, CSI REDACTED, observed the following noncompliance: The establishment moved a bull into the stunning area. I heard the captive bolt discharge and I heard the animal fall. After about 2 seconds, the stun box was opened. I observed the bull down in the box with its head slightly raised and then saw it lower its head to touch the floor. Then the animal stood up, and started exiting the stun box. I exited the kill floor and the establishment took immediate and effective corrective action. I heard their backup stunning device, a .45 pistol, discharge. No movement was heard after the shot and we reentered the floor. The animal was unconscious and insensible throughout the remainder of the process. Examination of the skull revealed two full-thickness holes in the center of the forehead of the animal. The establishment has a robust written systematic approach to humane handling and followed it. I notified the plant owner and placed US Reject Tag no. B42221814 on the stun box. This is noncompliant with 9 CFR 313.15(a)(3).
